What's New with FIPA FTAA

FTAA Working Group meets during the
Fourth Plenary in Brasilia - Brazil, May 2005

The FTAA Working Group, as occurred in the previous meeting in Chile, dedicated itself to debate the constitution process of the Free Trade Area of the Americas (FTAA). The works were directed to debating the causes of the non-fulfillment of the agreement’s implementation term and, above all, to the formulation of recommendations which will be presented to the governmental authorities at the Fourth Summit of the Americas, next November in Argentina.

The First Working Group met in Brasília, capital of Brazil, in the headquarters of the Brazilian Parliament, on May 19 - 20 of 2005. The works were carried out by Canadian Member of Parliament and FTAA Working Group Chair, Mr. Don Boudria, and Canadian Senator James Kelleher. A full list of participants is available in the Appendixes.

The meeting included presentations by two speakers, Mrs. Verónica Silva, from the Economic
Commission for Latin America and the Caribbean (ECLAC), and Mr. César Parga, representing the
Organization of the American State (OAS), both of whom analyzed the free trade agreements and their correlation with the model in negotiation for the FTAA.

FTAA Working Group meets during the 3rd Plenary Assembly
Chile - April 2004
Working Group II of the Third Plenary Meeting of the Inter-Parliamentary Forum of the Americas, under the chairmanship of the Honourable Don Boudria of Canada, discussed the Free Trade Area of the Americas (FTAA).

It devoted itself to an examination of the principal elements that are preventing the successful completion of the FTAA negotiating process, with the aim of making recommendations that, from the parliamentary standpoint, will make it possible to surmount those obstacles and reach a comprehensive and balanced agreement that will more effectively promote economic growth, poverty reduction, development and regional integration, considering the different needs and sensibilities of all the participating States.
FIPA Launches Parliamentary Participation in
FTAA Process - Miami November 2003

Parliamentarians on FIPA's Executive Committee took part in the Ministerial Summit of the Free Trade Area of the Americas (FTAA) in Miami, to speak with the various players in the FTAA process and to forward recommendations on it from parliamentarians of the Americas who had met in FIPA plenaries.

Members of the Committee, which included parliamentarians from the four regions of the Americas, spoke openly with the trade ministers of Canada and Costa Rica, a representative of the Americas Business Forum and spokespersons for civil society meeting in the Americas Trade and Sustainable Development Forum (ATSDF).

US Parliamentarians Interested in Working with
their Colleagues of the Americas - October 2003
 

Senator Céline Hervieux Payette, Chair of FIPA, and Canadian Member of Parliament John Godfrey, Chair of the FIPA FTAA Working Group, visited the US Congress on October 1st and 2nd 2003, to discuss FIPA and its activities with several Members of Congress.

During their visit with more than 10 members of the US House of Representatives, particular emphasis was put on the FIPA campaign for positive and constructive parliamentary participation in the FTAA negotiating process. Other subjects of discussion included the development of the FIPA Working Group of Women Parliamentarians of the Americas and participation in the next FIPA Plenary Meeting to be held in Chile in 2004.

Various Congressmen expressed their intention to become actively involve in FIPA. Their interest was based not only on their support for the work of FIPA but also on the importance of strong dialogue and cooperation with people across the Americas.

Chair of FIPA, Senator Hervieux-Payette, Visits Brazil
to Discuss the FTAA - May 2003

(Brazilian Deputy Luiz Carlos Hauly describes the Senator's trip to Brazil - Summary) May 27th, 2003, Canadian Senator Céline Hervieux-Payette, Chair of the Inter-Parliamentary Forum of the Americas, traveled to Brazil, where she discussed the importance of involving parliamentarians in FTAA discussions. A letter addressed to the American and Brazilian Chief FTAA Negotiators and the role of national parliamentarians in the setting of our hemispheric agenda were the priority topics of conversation.

The Senator also visited the Chamber of Deputies and the Senate, where she was warmly received and given an enthusiastic welcome, most notably by parliamentarians who have participated in FIPA activities.
