FIPA-FTAA Work Group - Actions and Results

Actor / Proposed Action
Results to Date
Observations
FIPA-Virtual Parliament project: Establish a section in the FIPA website to facilitate exchange of information regarding the negotiation and implications of the FTAA. The recently launched FIPA VP Phase 1 website includes a partial version of the FTAA section. It includes: access to FTAA information; related parliamentary activity; and related trade documentation. When Phase 2 of the Virtual Parliament is funded, an FTAA team of FIPA members will begin to use the workspace, and guide the development of FTAA workspace and information.
FIPA-Executive: Prepare and distribute a document following up on each FIPA FTAA Work Group recommendation. This chart summarizes available information. Users of this chart are invited to send updates to this e-mail
FIPA-Executive: Explore mechanisms to use parliamentarians with experience in trade negotiations to advise and share expertise with others. FTAA-Work Group is considering a proposal to the Hemispheric Cooperation Fund to set aside some funds targeted to support parliamentarians from small countries. It would include this feature.
FIPA- Virtual Parliament: identify and summarize parliamentary mechanisms (such as used in Brazil) for tracking FTAA negotiations. Some documentation on the Brazilian approach has been accumulated, but no other action is underway. When Phase 2 of the Virtual Parliament is funded, it will consider this step.
FIPA-Executive: Study IPU-WTO relationship as a model for FIPA-FTAA and seek ways directly to achieve this end. The FIPA Chair sent letters to the Brazilian and US negotiators asking for a formalized FIPA presence at meeting of trade ministers in Miami, in November 19.
FTAA-Work Group: prepare and convey to FTAA co-chairs the synthesized views of FIPA- FTAA-Work Group on the FTAA negotiations. Synthesis sent to the co-chairs of the FTAA negotiation process, August 29th, 2003.
FIPA Chair and FTAA-Work Group Chair: Meet with FTAA co-chairs to discuss how FIPA can be involved in the development of the Hemispheric Cooperation Fund (HCF) - relating in particular in respect of social adjustment funds for the agriculture and manufacturing sectors Discussions are underway as to how this can be accomplished effectively.
