FIPA Executive Meeting gears parliamentarian discussions toward 4th Summit of the Americas agenda

SAN JOSÉ , COSTA RICA, February 11-12, 2005 - The Executive Committee of the Inter-Parliamentary Forum of the Americas (FIPA) met February 11 th and 12 th in San José, Costa Rica, to set the thematic focus for FIPA’s upcoming Plenary Assembly, May 12 th-14 th, in Brasilia, Brazil. Under the chairmanship of Canadian Senator Céline Hervieux-Payette, Executive Committee members decided that FIPA would pay particular attention to the question of Employment Creation to Confront Poverty and Strengthen Democratic Governance ; the proposed theme for the 4 th Summit of Heads of State and Government of the Americas to be held in Mar del Plata, Argentina, in November 2005.

Poverty represents a major challenge to sustainable democratic development in the Americas and, in particular, for the participation of women in politics said Sénateur Hervieux-Payette, explaining that the Committee deemed it important that this year's Plenary meeting analyze how employment creation relates to traditional FIPA focus issues such as terrorism, foreign debt, gender equality and FTAA negotiations, in preparation for the upcoming Summit.

This focus is particularly relevant given that this year's Plenary Assembly will follow two important forums of women parliamentarians, organized by FIPA in Barbados and Argentina. The forums will enable participants to analyze obstacles, such as poverty, which limit the political empowerment of women and will facilitate greater dialogue in the interest of promoting gender equity. Currently, women constitute only 18% of parliamentary representatives in the region.

This 11 th Executive Committee meeting was hosted by Costa Rican representative Mario Calderon at the Legislative Assembly of Costa Rica, and included representation by Congressman Luis Molinari of Argentina, the Honourable Don Boudria, M.P., of Canada, Senator Silvia Hernandez of Mexico and Senator Alejandro Velázquez of Paraguay. Congressman Luiz Carlos Hauly of Brazil was also in attendance as host for the 2005 FIPA Plenary Assembly in Brasilia.

Since its inception, FIPA has been providing a forum for parliamentarians from North and South to share differing views, exchange ideas and work together on a variety of issues. The overarching goals of the organization are to contribute to the process of integration by developing inter-parliamentary dialogue on issues of importance to the hemisphere. FIPA seeks to encourage the sharing of experiences and best practices amongst its members, and works to strengthen the role of legislatures in democratic development in the interest of creating sustainable and harmonious development in the region.
