| 1st Executive Committee Meeting The First Executive Committee Meeting of the Inter-Parliamentary Forum of the Americas (FIPA) was held in Queretaro City, Mexico from August 3 to 4, 2001. Participants from the four sub-regions attended the meeting. The meeting was held in an atmosphere of friendship and cooperation. Opening Proceedings The meeting was opened by Mr. Bill Graham, M.P., Chair of the Forum. Follow-up to the Inaugural Meeting.> The Chair made remarks concerning the Inaugural Meeting of the Forum, which took place in Ottawa, Canada from March 7 to 9, 2001. He noted that the Report of the Inaugural Meeting was presented to the Heads of State and Government of the Americas at the Summit held in Quebec City, Canada in April, 2001. The delegate from Guatemala noted that the Declaration of Support for the Democratic and Constitutional Government of the Republic of Guatemala, which was adopted on March 9, 2001 at the Inaugural Meeting, was warmly received in his country. Technical Secretariat The Executive Committee considered a proposal for the functioning of the Technical Secretariat. After discussion it was agreed to propose the following amendments to Section 2.4 of the Regulations: In order
to carry out these functions the Technical Secretariat shall be comprised
of the Secretary of the Executive Committee, as appointed by the Chair
of the FIPA, and the coordinator of the next plenary meeting, with support
of the Unit for the Promotion of Democracy of the Organization of American
States which shall provide ongoing administrative research, technical
and logistical support. It was further agreed the Technical Secretariat operate on an interim basis under these proposed amendments. Inter-American Development Bank Mr. Fernando Carrillo-Flórez from the Inter-American Development Bank (IDB) made a presentation on the background of the IDB and on developments related to the Summit of the Americas held in Quebec City, Canada in April 2001. The promotion of legislative initiatives by the IDB within the framework of democratic development was discussed. Connectivity Proposal Senator Sylvia Hernandez of Mexico presented a proposal for the use of appropriate and accessible means of telecommunications in order to interact and hold virtual meeting or seminars among parliamentarians on issues of hemispheric interest. The Executive Committee mandated Senator Hernandez to proceed with this initiative in cooperation with the Unit for the Promotion of Democracy of the OAS, the Inter-American Development Bank and other organizations. The Executive Committee agreed that the Chair request the UPD to provide the technical support for this initiative and that when completed the project be presented to the IDB for funding. Concrete Projects The Executive Committee considered possible projects related to the hemispheric agenda. After discussion, it was agreed to resume consideration of this item at the next meeting of the Executive Committee. Details for the Next Plenary Meeting At the recommendation of Senator Hernandez of Mexico it was agreed, that the 2nd Plenary Meeting be held from March 7 to 9, 2002 in Mexico (exact location to be determined). Next Meeting of the Executive Committee The Executive Committee agreed to meet again on November 23 and 24, 2001. Possible locations include Barbados and Argentina. Relations with Other Organizations The Executive Committee considered the matter of relations with other inter-parliamentary bodies and organizations. After discussion it was agreed that any recommendations on this matter be deferred to a later time. Other Matters The Executive Committee considered the participation of the Congress of Cuba in future meetings of the Forum. The Chair was instructed to investigate further any possible developments related to the involvement of Cuba and report back to the Executive Committee at its next meeting. It was agreed that any amendments to the Regulations be considered at the next meeting of the Executive Committee. It was agreed to recommend to the Plenary Meeting that the logo of the FIPA be the revolving globe depicting the Americas, including the letters FIPA.
