FIPA was constituted at the Inaugural Meeting hosted by the Parliament of Canada in Ottawa from March 7 to 9, 2001. At this meeting, parliamentarians from 26 countries of the hemisphere discussed organizational matters and adopted procedures for the functioning of the Forum. In addition, they discussed subjects of concern to parliamentarians and approved several recommendations, which were submitted to the Heads of Government at the Summit of the Americas in Quebec City.

The Congress of Mexico hosted FIPA’s First Plenary Meeting in Mexico City, March 14 and 15, 2002. Parliamentarians of the Americas discussed the theme of security and the role of legislators in enhancing security in the hemisphere. Four working groups provided delegates an opportunity to discuss in greater detail timely issues related with the main theme while sharing experiences in their respective countries.
